Key points
- Plumbing home repairs require a quote before work: do not rely on an old monetary threshold.
- A mandatory quote is not necessarily free; also establish travel, diagnosis and repair-refusal charges.
- An extra must be explained, priced and accepted before it is carried out; the final invoice does not replace prior approval.
On the phone: ask what costs money even without a repair
Ask for the name of the business contracting with you and issuing the invoice, its contact details, tax-inclusive rates, any surcharges and travel charge. Establish whether diagnosis and preparing the quote are chargeable, how time is counted and whether these amounts are included or deducted if you accept repair. Assume nothing is free.
Ask explicitly: “If I decline the work after diagnosis, which agreed amount remains payable? What if access is impossible, the fault is not identified or no repair is completed?” Request written confirmation before arranging the visit. If investigation costs depend on duration, ask for the calculation method and a stage limit requiring your fresh approval.
On site: read a quote that actually describes the assignment
Check the date, business, customer details, work address, validity period, nature of operations, quantities and unit prices. Parts should be described precisely enough; “miscellaneous materials” does not explain a substantial replacement. Identify labour, its time calculation or agreed fixed fee, travel, surcharges, VAT and totals before and including tax. Have payment terms and the intended execution date or period specified.
Above all, check what the promised result includes: diagnosis only, repair of a located leak, restored flow in a section, or a temporary measure. Ask for exclusions and access limitations. The guide to understanding plumbing work distinguishes those assignments from damage restoration. Keep a readable copy of the accepted quote, not just a signature on a screen whose details you cannot review.
If the cause changes, pause before accepting an extra
An investigation may reveal a cause different from the initial assumption. Ask what was observed, why the planned service is insufficient and what alternative is proposed. Separate amounts already committed under the original agreement from the new price. Request an accepted written supplement before any additional part, opening of a wall or extension of treatment.
You can limit approval: “I accept this stage for this amount; please contact me before anything further.” If the decision-maker cannot be reached or the professional cannot specify the scope, pause the extension and ask what containment remains possible. An emergency does not justify open-ended authorisation. For a returning blockage, the recurrence questions help check the reason for a more extensive method.
Emergency work and withdrawal rights are different rules
A prior quote and a right of withdrawal are separate issues. Distance and off-premises contracts have particular rules; the exception for urgent work expressly requested at home is limited to the parts and work strictly necessary to address the emergency. It does not turn an improvement or wider replacement into urgent work.
Do not therefore assume either that a cooling-off period always lets you cancel an emergency repair already requested, or that every purchase offered during that visit is excluded from withdrawal rights. Ask for the urgent request and its scope to be identifiable in the documents. If you are unsure about non-urgent work, clarify the applicable rules before ordering it.
After the work: compare the invoice with your agreements
Compare the invoice with the quote and accepted supplements. Ask what was done, the final check, remaining limits and use instructions. Clarify the option of keeping replaced parts before they are removed. Keep documents and correspondence; do not sign a blank document or a declaration about results that you do not understand.
A plumber’s invoice is not proof that an insurer or landlord will pay. Repair of the source and restoration of resulting damage must remain identifiable and their cover checked. If an amount differs or work is disputed, request an explanation and send the company a written complaint with evidence; suitable remedies depend on the situation. Do not accept additional work merely to obtain clarification of an invoice.

Frequently asked questions
Is a quote necessary for a small urgent repair?
Yes. Plumbing home repairs for a consumer require a prior quote, without relying on an old monetary threshold. An emergency does not allow the quote to be replaced by an invoice after work.
Do I have to pay if I decline the repair quote?
Declining does not accept the repair, but travel, diagnosis or quote-preparation charges may remain payable under conditions disclosed and agreed beforehand. Establish those conditions before the visit; do not assume a free call-out.
Can the price rise after I sign the quote?
A discovery may justify a new proposal, not an extra imposed afterwards. Ask for its reason, price and scope in a supplement accepted before the work is done.
Do I always have fourteen days to cancel?
No. The rules depend on how the contract is concluded and the service. The home-emergency exception is limited to work and parts strictly necessary for the expressly requested emergency; it does not automatically cover additional non-urgent work.
